Drie jaar na de gebeurtenissen in 'Battle Royale' is Shuya Nanahara een internationaal bekende terrorist die erop uit is
om de regering omver te werpen. Zijn bende 'Wild Seven' bestaat voornamelijk uit overlevenden van voorgaande 'Battles
Royale', en is de afgelopen drie jaar actief geweest in het plannen van terroristische aanslagen. Als er tijdens de
kerstdagen een aanslag plaatsvindt op gebouwen in Tokyo, onder andere op de twin towers van het 'Tokyo Metropolitan
Government building', waarbij 8.000 slachtoffers vallen, wijst men met de beschuldigende vinger naar 'Wild Seven'. De
overheid op zijn beurt scherpt de antiterrorisme-wet aan, en bestelt de creatie van het nieuwe 'Battle Royale
2'-programma. Ze sturen een klas middelbare scholieren om hem op te jagen en te vermoorden op een eiland.
